Blowtorch. Late 19th early to mid 20th century. Before the advent of the little propane bottles. Fill it up and you would pump the handle to build pressure just like the lanterns that you can still buy.
Yup, my dad inherited one of those from my grandfather and it sat on a shelf in our garage when I was a kid. I can confirm, it's a blow torch.
Yes, its a blowtorch. My dad had one too, only he bought it in a hardware shop in the 1960's in Tunbridge Wells. Lovely drawing.
